I believe encouraging minority representaion (women, blacks, Am Indians, etc) for the FSA county committee by having the Federal FSA agency able to appoint a person in a protected category to that FSA county committee "if"there is not a fair representation of farmers, is just and fair.
I also believe it should also include the small farmers. The farmers that farm 5,000 or 10,000 acres get quality treatment. If they have any type of disagreements or conflicts with the FSA office, they usually prevail. They wouldn't dare not have a large farm like that not be in the farm program. But a person with 80, 120 or 160 acres is just peanuts and not as important by far.
The USDA has for years encouraged larger farmers with their programs. It may be too late to give the small farmer equal consideration- they will soon be the thing of the past except for a few token farmer market type farms.
This is an extensive subject, so don't want to bore you- just think of the small farmers that do not have the clout the more "progressive" farmers do. I think we need them all.
