Re: Response to the Federal Register Notice to provide comments on the possible withdrawal, suspension, or limitation of GSP benefits for Bangladesh.
To The GSP Subcommittee Chairperson of the TPSC:
I do not support any decision to withdraw, suspend or limit GSP benefits for Bangladesh, because of the following reaons:
i) Several government and industry-level initiatives in Bangladesh suggest that the country is taking steps to afford internationally recognized workers right. The progress in the recent years may have been occurring at a different pace and level from what AFL-CIO has been demanding, but the steps taken are in the right direction. As suggested by the House Conference Report on the 1984 Trade and Tariff Act, the case of internationally recognized workers right in Bangladesh should be interpreted to be commensurate with the development level of Bangladesh.
ii) The ultimate sufferer will be the workers of Bangladesh if US decides to remove GSP benefits. Stifling trade will cut jobs back home, and the momentum to improve working conditions will be lost. A big working class with no jobs will lead to instability in the country.
iii) This decision would hurt US-Bangladesh relationship. US has a growing business interest in Bangladesh; any harsh trade measure by the US will be sending a wrong signal to the people of Bangladesh.
