To whom it my concern: I have read over the provided pdf file and from the information provided solely on this document, I have come to agree with this proposed rule. I believe that this proposed rule provides valid reasons for the provisions of set regulations. I think it that this proposed rule would beneficial for all of the V.A. participants, even though who might not be eligible at the time to receive medical care during a certain disaster or emergency.
