§ 74.28 Who may examine records? Personnel from the Department of Veterans Affairs, Center for Veterans Enterprise and its agents, including personnel from the Small Business Administration, may examine records to ascertain the ownership and control of the applicant or participant. COMMENT: CVE has outsourced to contractors acting as their agents what is an Inherently Government Oversight and Inspection Function. The use of contractors to inspect an applicant company’s records and internal files appears to have the risk of Industrial Espionage and/or Organizational Conflict of Interest for future competitions. Recommend that CVE bring back in house this Inherently Government Oversight and Inspection Function.
