§ 74.13 Can an applicant ask CVE to reconsider its initial decision to deny an application?
(a) An applicant may request that the Director, CVE, reconsider his or her decision to deny an application by filing a request for reconsideration with CVE within 30 days of receipt of CVE’s denial decision.
COMMENT: As is clear by the above language the Director, CVE is solely vested with the authority to approve or deny applications for verification and is the sole authority to reconsider their denial decisions. This places the Director, CVE in the position of reconsidering their decisions, which is not normal appeals process as Veterans are accustomed. Recommend that the Appeal process be to an authority no less than two (2) management levels above the Executive Director, Office of Small and Disadvantaged Business Utilization and Center for Veterans Enterprise.
