By the logic being utilized in granting service connection on a presumptive basis, all the Korean and Vietnamese nationals should have very high incidence rate of the 11 presumptive conditions, including Type 2 diabetes. If the US taxpayer is going to pay for additional service related conditions, can physical testing be added to the criterion for granting service connection. For example, if veteran served in Vietnam or Korea during the specified time periods, and laboratory testing for indicators of exposure such as abnormally high levels of dioxins, then service connection can be granted on a presumptive basis, if all the other elements of 38 CFR 3.307 including section d. regarding rebuttal are satisfied?
