AN46 - Proposed Rule - Notice of Information and Evidence Necessary To Substantiate Claim

VA needs to explain what exactly is missing in a claim, and what is exactly necessary to file a successful claim. If the claim is denied do not say it falls short of a regulation, the VA needs to explain exactly shat areas the claim fell short, did not meet, The claims process sometimes gets so wrapped in complex legal wording, the Veterans cannot understand what is needed to file a successful claim. If the VA is there for Veterans, then the claims process should be straight forward, and not subject to individual raters, boards or other VA likes or dislikes.
