Based on my review and interpretation of Service Connected and Other Disability Compensation; proposed rule, 38 C.F.R. Part V, it is quite a complex chapter with several sub-parts that the average civilian would find to complex to follow and understand. Because of this issue it may cause several of our veterans to incur very expensive legal costs in order to interpret these proposals as well as the current part 3 in order to determine what benefits if any they are entitled to. These regulations are written by legal council and according to my research because of the regular updates occurring to the C.F.R. even attorneys regular cite incorrect regulations due to current updates. Although the regulations are clearly defined for qualifying or disqualifying a disabled veteran, I am wondering how thorough the section is which clearly defines an appeal process and any advocacy or free legal council referral to interpret these regulations to the average civilian. I am recommending that a section be added to the end part 5 outlining what a veterans options are if they do not agree with any decisions made. I am also recommending that a telephone number be provided as to where a civilian may write or call in the event that they do not understand any of the final updates.
