I am concerned that the VA uses the same ratings and rules as put forth in CFR 38 part 4.104 that rates each disease by severity. For instance a individual with COD or IHD that has an Implated Cardio Defibulator is rated at 100% the VA has RO that seem not to know this rule, and award 60%. it takes months to correct the simple foolish mistake. cfr 38 part 4.104 is very clear ICD implated rate 100%. The Slowing of the Process of the 60 days viewing of rules and 30 days of comment is not in the best interests of the Veterans, if the Process of no more delays is possible NO delays may not be allowed many months have passed since the announcement and this delay is impacting many veterans that are very sick..
