The government has NO business reviewing anyone's personal health records. This is a gross invasion of privacy - and it must not be allowed to occur - period. This is quite "Orwellian" in concept, and leads us too far down the road of totalitarian government control - otherwise known as comunism (just like in the former USSR). Where has individual freedom gone in the great US of A? We consumers are not stupid. NO reason provided by the government is sufficient justification for such invasion of privacy in this country where precious few freedoms remain. Consumers are smart enough to make their own decisions about where to get their care and how to pay for it. This is not a one size fits all issue. Just look at how many waivers from the Affordable Care Act have already been granted - not the least of whom are those who rammed the law through, and who would impose it on everyone but themselves! Will their health records be scrutinized by the government too? I bet not. The American people deserve to be treated with greater respect than that. And the lawmakers ought to be required to have exactly the same coverage as they are imposing on the American people - no more, and no less. That might make them think more carefully about what they are doing - because what we have now is tyranny!
