Overall Comment: Section 408 of Public Law 110-387 provides for comprehensive health care for the children of Vietnam veterans born with Spina Bifida. Since many of these children are now adults and are either chronically unemployed or unemployable above minimum wage levels, especially those with the highest level of prescribed disability, they suffer from the effects of inadequate professional dental health care and the resources to secure such dental health care. Congress intended that, along with comprehensive health care, these children also receive comprehensive dental health care. This rule must also allow for comprehensive dental health care of offspring of Vietnam veterans born with Spina Bifida.
