The amount of time that it takes to fill out these forms as estimated in the proposed rule is accurate. The number of people affected by the pre-discharge compensation number will increase as the number of units getting deployed increases. The form is in a PDF format; it would be easier if the form was on the VA website and could be filled in and submitted right on the website. This would eliminate having to mail forms in or having to scan the paperwork and fax it to the respective VBA office. The people affected is an accurate; it is individuals and households. However, a more accurate listing would be veterans and their dependents. In order to recieve the benefits of this form, the individual would have had to serve in the military.
