Firstly, this regulation needs to be clarified; Does the VA want to use this regulation just for medical decisions? Or is this a backdoor way to put an end to claims that may be submitted by Gulf war Vets?
It seems to me that the VA wants put an end to "mental illness" claims by Gulf War Vets. If that is truly the case, then I am all for not passing this regulation. It would be very wrong.
I hope the powers that be look at this closely and have this proposed regulation denied. I will contact my Congressman and Senator and state that this regulation is unjustified.
