For many years there has been, maybe due to necessity, many definitions to
describe a veteran in order to determine eligibility of former service members to
receive benefits. This is confusing to the veteran. The V.A. has changed its
definition to determine who is and who is not eligible for benefits. The U.S. Dept
of Labor, for example, has a definition of a veteran to determine their eligibility for
certain grant recipient's services while another grant recipient who provides
services has a different definition. I'm now looking at a liberal definition for "priority
of service" in one area and understand that the definition is different than the Jobs
for Veterans Act. The definition of a veteran within any one agency should be
standardized. There may need to be clarification within the definition but, for
example, all U.S. DOL programs affecting veterans, should stipulate a unified
measure. If a former service member's duty to their Country doesn't qualify them
for a particular program, funding stream or benefit, then mention the exclusion but
don't change the definition of a veteran.
