Abstract: The TSA has failed to provide sufficient information for the public to contribute meaningfully to this rule-making procedure. The TSA proposes to collect passenger manifest information on all airline travelers and store it in a large centralized database. The TSA proposes to maintain information on certain individuals deemed a security risk for fifty years. This proposal does not comport with Privacy Act values, or with Constitutional values of freedom of association and freedom to travel.
