Abstract: The Federal Aviation Administration proposes to revise the material strength properties and material design values requirement for transport category airplanes by incorporating changes developed in cooperation with the Joint Aviation Authorities of Europe and the U.S. and European aviation industry through the Aviation Rulemaking Advisory Committee (ARAC). This action is necessary because differences between the current U.S. and European requirements impose unnecessary costs on airplane manufacturers. These proposals are intended to achieve common requirements and language between the requirements of the U.S. regulations and the Joint Aviation Requirements (JAR) of Europe, while maintaining at least the level of safety provided by the current regulations and industry practice.
