Abstract: This action is being taken pursuant to the ICC Termination Act of 1995 which directs the Secretary of DOT to adopt regulations governing the standards to approve motor carriers as self-insurers. FHWA proposes to examine the sufficiency of the existing requirements for self-insurance authorizations, as well as the need for additional fees for functions performed in addition to the processing of the initial application. FHWA is considering the need for fees to cover the costs associated with processing multi-carrier applications and alterations to self-insurance authorizations, and for a monitoring fee to cover costs related to compliance responsibilities. FHWA also requests public comment on the merits of continuing the self-insurance program and whether congressional action should be proposed to terminate the authorizations. Comments due November 24, 1997.
