The FMCSA proposes to implement a safety monitoring system and compliance initiative to help determine whether Mexican-domiciled
carriers conducting operations anywhere in the United States comply with applicable safety regulations and conduct safe operations. This
NPRM would revise the safety fitness regulations at 49 CFR part 385 to implement a safety oversight program designed to evaluate the safety
fitness of Mexican carriers within 18 months after receiving conditional authority to operate in the United States. This proposal is necessary to implement the entry provisions of the North American Free Trade Agreement (NAFTA).
