Abstract:
The National Association of Indpendent Insurers feels that the interim final rule is definitely improved from last year's proposed rule. However, we suggest that FMCSA commit to completing all compliance reviews and safety audits within the eighteen month provisional operating authority window outlined in the rule. We see no reason for provisional operating authority to extend beyond eighteen months. This may not need to be stated in the actual rule, but FMCSA's commitment should be part of the rulemaking process.
