Abstract:	Submit comments on this rule under Notice No. 93. This temporary rule implements certain provisions of the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA; Pub. L. 111-3). We are amending the existing regulations to reflect the increases in the Federal excise tax on tobacco products and cigarette papers and tubes, to reflect the floor stocks tax provisions of the Act, and to implement the new statutory criteria for denial, suspension, or revocation of tobacco permits.
