    (a) Definition. Lubricants Products that are designed to care for firearms by cleaning, lubricating, protecting, or any combination thereof. Examples include products that are designed for use in firearms to reduce the friction and wear between the moving parts of a firearm, and to keep the weapon clean, and/or to prevent the formation of deposits that could cause the weapon to jam.

    (b) Minimum biobased content. The Federal preferred procurement product must have a minimum biobased content of at least 49 32 percent, which shall be based on the amount of qualifying biobased carbon in the product as a percent of the weight (mass) of the total organic carbon in the finished product.

    (c) Preference compliance datedates. No later than May 14July 6, 20092020, procuring agencies, in accordance with this part, will give a procurement preference for qualifying biobased firearm cleaners, lubricants, and protectants. By that date, Federal agencies that have the responsibility responsible for drafting or reviewing specifications for items products to be procured shall ensure that the relevant specifications require the use of biobased firearm cleaners, lubricants, and protectants.
