Area Designations and Overall Economic Development (Formerly
Simplification and Streamlining of Regulations of the Economic
Development Administration)
ACTION: Proposed collection; comment request.

SUMMARY: The Department of Commerce, as part of its continuing effort
to reduce paperwork and respondent burden, invites the general public
and other Federal agencies to take this opportunity to comment on
proposed or continuing information collections, as required by the
Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C.
3506(c)(2)(A)).
DATES: Written comments must be submitted on or before March 24, 1997.

SUPPLEMENTARY INFORMATION:
I. Abstract
The information collection is needed to ascertain if an area has a
planning process in place and has thoroughly thought out what type of
economic development needs to take place in the area to alleviate
unemployment, underemployment, and to increase incomes. The information
is required under the Public Works and Economic Development Act of 1965
(P.L. 89-136), as amended.
II. Method of Collection
State, local, or Tribal governments and not-for-profit
organizations respond to guidelines by preparing proposals to determine
eligibility for area designations, approval of boundary changes for
designated redevelopment areas, and approval of overall economic
development programs.
III. Data
OMB Number(s): 0610-0093.
Type of Review: Extension of a currently approved collection.
Burden: 72,000 hours.
Affected Public: State, local or Tribal governments and not-for-
profit organizations.
Estimated Number of Respondents: 700.
Estimated Time per Response: 240 hours.
Estimated Total Annual Burden Hours: 176,400.
Estimated Total Annual Cost: $3,360,000.
IV. Request for Comments
Comments are invited on: (a) Whether the proposed collection of
information is necessary for the proper performance of the functions of
the agency, including whether the information shall have practical
utility; (b) the accuracy of the agency's estimate of the burden
(including hours and cost) of the proposed collection of information;
(c) ways to enhance the quality, utility and clarity of the information
to be collected; and (d) ways to minimize the burden of the collection
of information on respondents, including through the use of automated
collection techniques or other forms of information technology.
Comments submitted in response to this notice will be summarized
and/or included in the request for OMB approval of this information
collection; they also will become a matter of public record.
