The Detroit Edison Company; Notice of Filing

October 6, 1999.
    Take notice that on August 24, 1999, The Detroit Edison Company 
(Detroit Edison), tendered for filing a Service Agreement (the Service 
Agreement) and Specifications for Long-term Firm Point-to-Point 
Transmission Service under the Open Access Transmission Tariff of 
Detroit Edison, FERC Electric Tariff No. 1, between Detroit Edison and 
Detroit Edison Merchant Operations dated as of December 22, 1998. The 
parties have not engaged in any transactions under the Service 
Agreements prior to thirty days to this filing.
    Detroit Edison requests that the Service Agreements be made 
effective as rate schedules as of January 23, 1999.
    Any person desiring to be heard or to protest said filing should 
file a motion to intervene or protest with the Federal Energy 
Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, 
in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211 and 385.214). All such motions 
and protests should be filed on or before October 16, 1999. Protests 
will be considered by the Commission to determine the appropriate 
action to be taken, but will not serve to make protestants parties to 
the proceedings. Any person wishing to become a party must file a 
motion to intervene. Copies of this filing are on file with the 
Commission and are available for public inspection. This filing may
