    Consumers Power Company and the Detroit Edison Company; Notice of 
    Availability of Final Environmental Assessment
    
    November 8, 1995.
        A final environmental assessment (FEA) is available for public 
    review. The FEA is for a settlement agreement containing proposed 
    measures for fish protection and angler access at the Ludington Pumped 
    Storage Project (FERC No. 2680). The FEA finds that approval of the 
    settlement agreement and implementation of the proposed measures for 
    fish protection and angler access would not constitute a major federal 
    action significantly affecting the quality of the human environment. 
    The Ludington Pumped Storage Project is located on the eastern shore of 
    Lake Michigan in Mason County, Michigan.
    
        The FEA was prepared by staff in the Office of Hydropower 
    Licensing, Federal Energy Regulatory Commission. Copies of the FEA can 
    be viewed at the Commission's Reference and Information Center, Room 2-
    A, 888 1st Street, N.E., Washington, D.C. 20426. Copies can also be
