of Thursday, November 2, 1995, make the following correction:
    On page 55750, in the third column, under SUPPLEMENTARY 
INFORMATION:, in the heading entitled ``Background'', in the first 
paragraph, in the second line from the bottom, ``AA'' should read 
``FAA''.
