    SUMMARY: On September 16, 1998, the Nuclear Regulatory Commission (NRC) 
    announced the availability of and requested comment on draft NUREG-
    1556, Volume 11, ``Consolidated Guidance about Materials Licenses: 
    Program-Specific Guidance about Licenses of Broad Scope,'' dated August 
    1998 (63 FR 49615). The comment period for NUREG-1556, Volume 11, 
    expired on December 7, 1998. A commenter noted that the original 
    comment period was too short to thoroughly review, understand, and 
    comment on the document. In response to this comment and to ensure that 
    all interested parties have an opportunity to provide comments, the 
    Commission has decided to reopen the comment period for NUREG-1556, 
    Volume 11.
    
    DATES: The comment period has been reopened and will now expire on 
    December 31, 1998. Comments received after this date will be considered 
    if it is practical to do so, but the Commission is only able to ensure 
    consideration of comments received on or before this date.
