    SUMMARY: The Commission requests comments on a petition filed by Vernon 
    R. Baldwin proposing the allotment of Channel 244A at Annville, 
    Kentucky, as the community's first local aural transmission service. 
    Channel 244A can be allotted to Annville in compliance with the 
    Commission's minimum distance separation requirements with a site 
    restriction of 10.8 kilometers (6.7 miles) southeast to avoid a short-
    spacing to the licensed site of Station WGKS(FM), Channel 245C2, Paris,

    Kentucky. The coordinates for Channel 244A at Annville are 37-14-37 
    North Latitude and 83-53-35 West Longitude.
    
    DATES: Comments must be filed on or before April 5, 1999, and reply 
    comments on or before April 20, 1999.
