AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by Warga
Broadcasting L.L.C. proposing the allotment of Channel 299A at Pacific
Junction, Iowa, as the community's first local aural transmission
service. Channel 299A can be allotted to Pacific Junction in compliance
with the Commission's minimum distance separation requirements with a
site restriction of 4.5 kilometers (2.8 miles) north to avoid a short-
spacing to the licensed site of Station KMAJ-FM, Channel 299C, Topeka,
Kansas. The coordinates for Channel 299A at Pacific Junction are 41-03-
25 North Latitude and 95-46-50 West Longitude .
DATES: Comments must be filed on or before April 5, 1999, and reply
comments on or before April 20, 1999.

Notice of Proposed Rule Making, MM Docket No. 99-50, adopted February

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
