on the petitioners. The Commission reserves the right to ask
    petitioners for more information.
If the Postal Service files a brief or motion to dismiss or a
motion to affirm the appeal, the Postal Service may incorporate by
reference any memoranda it previously filed in this docket.
The Commission orders: (a) The Postal Service shall file the record
in this appeal by April 20, 1994.
