    Determination Under Subsection 2(b)(1)(B) of the Export-Import 
    Bank Act of 1945 With Respect to Cameroon
    
        Pursuant to subsection 2(b)(1)(B) of the Export-Import Bank Act of 
    1945, as amended, and in accordance with the authority delegated to the 
    Secretary of State by Executive Order 12166 of October 19, 1979, as 
    amended, I determine that it is in the national interest and would 
    clearly and importantly advance United States policy in the area of 
    human rights for the Export-Import Bank of the United States to deny, 
    for nonfinancial or noncommercial considerations, guarantees, insurance 
    extensions of credit and participants in the extension of credit with 
    respect to the purchase of automotive vehicles by the Government of 
    Cameroon for use by that country's security force.
