We agree with CMS' proposal to reduce the labor-related share of the psychiatric per diem rate from 75.4% to 70.5% of the total payment. We believe the labor-related share has been overstated in the past, resulting in an artificial reduction in payments to psychiatric facilities in areas with low wage indices. We appreciate CMS' efforts to fix this inequity and urge it to move forward and finalize this proposal.
