I am concerned that this rule effectively contradicts Obama Administration Executive Orders intended to promote transparency in the defense contracting sector. In addition, this rule raises the costs of services that defense contractors provide to the federal government by requiring them to implement and maintain expensive information security systems in order to be in compliance. While perhaps small, these costs could easily be avoided by simply treating unclassified data as unclassified, rather than maintaining obsolete, complex, and unnecessary systems of classification.
