Civilian Health and Medical Program of the Uniformed Services: TRICARE Retired Reserve for Members of the Retired Reserve

Allow this program to be offered to those who are employed and recieve health care through their employer. If this isn't possible, allow retired resreve members (not receiving retired pay) who work for governenets to receive this benefit. Allow employers (governments) to pay the member's monthly TRICARE premium.
