While I can appreciate the cost survey for providing documentary services (notarials, certifying translations, etc.), these services are typically free in the United States. One would normally go to a local bank and get a document notarized at no cost. The $30 notarization fee is already bad enough. Increasing it to $50 seems unreasonable to me. I think that as a courtesy to Americans living and travelling overseas the Department can absorb the higher cost of notarizing these documents and maintain the fee at $30.
