I feel that setting up a debit card for refunded funds is not in the students' best interest. The refunds should be deposited into the students' normal accounts since I feel that it infringes on a person's personal freedom to have an agency dictate how they manage their refunds. In order to make sure funds are going to the correct accounts there could be some mechanism for testing very small amounts and having the student verify that the account the money is being sent to belongs to them.
