I agree with the EEOC on enhancing their Federal Sector Complaint Processing Regulation. There are excellent ideas on strengthening Executive order 12866 and amendments as well as the designed of pilots to implement these new regulations. Whether in the private or public sector the EEOC regulation should constantly be amended to provide better regulatory oversight and the enforcement on violators. EEOC amendments and Pilot program will help with communication amongst federal agency with the EEOC. I do agree with the EEOC on the 12 month time limit to implement the pilot programs to implement the amended regulation. The other federal agencies have proposed a 24 month time limit to organize and initiate the pilot program. I do argue that 24 months is to long this will allow the agencies to open themselves up for issues that could have been prevented if the pilot program would be implemented in the 12 month period. The objective is to be prepared for situation that arises between employees and employers. To prevent and protect employment rights in the private sector. Not to put them on hold to get organized. This would contradict the purpose of regulating the complaint process. The EEOC wants to strengthen the process to solve the complaints within the 150 days. This will be accomplished with both the EEOC, process and the Agencies to work together on investigating, appeals, respondents and enforcements. In my experience with processing my EEOC complaints my decision to settle in the mediations is based on how the EEOC is processing the complaint as well as the company and their procedures to investigate. EEOC regulation to enhance the process and enforce the laws is vital to strengthening our employment arena and protecting the civil rights of Americans especially those of minorities who are number on in being violated by companies and agencies. By implementing a process that can move faster and expatiate decision employees will be willing to come forward.
