In relation to this proposed definition for a shower head I would like to point out the negative affect that this regulation would have on an entire industry.
Custom showering accounts for 100's of millions of dollars in revenue from a manufacuter's, installers and sales persons standpoint.
This proposed regulation would essentially eliminate all custom showering thereby negatively affecting the US and Global economy as manufacturers inside and outside the US would be forced to stop manufacturing custom shower valves and water outlets. This would also affect the design of showers for physically disabled people and the elderly and limit any conveniences that may be afforded them.
A regulation like this would create an unfair burden upon the US consumers by limiting their product selections and it will result in thousands of job losses.
