How can the RICE NESHAP regulations as promulgated be applied to existing non-mobile engines located within individual state boundary and operated by an individual that is not engaged in commerce with other States, foreign Nations, or Indian Tribes; without exceeding the authority granted to the U.S. Congress to regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes under Section 8, Article 1 of the U.S. Constitution?
