I am a small hobby breeder since 1974. I feel the proposed regulation of only being to see to people who come directly to my house, is very unfair, and would hurt small breeders considerably. We fight a loosing battle with puppy mills and to be unable to sell to responsible people who love and want good, healthy dogs, but live at a considerable distance, or abroad, this would have a very negative impact on us. Please don't go forward with this regulation. It's unfair and only hurts the people who are trying to breed good, sound dogs. Sincerely, V. Swanson
