Pointless and ineffective regulations, with negligible benefits are the hallmark of punitive bureaucracies. The damage caused by 60,000 gallons of gray water discharge a year pales in comparison to the overflow from one rainstorm which causes 1.5 million gallons of raw sewage overflow in Casco Bay from the city of Portland. In the pursuit of the appearance of providing a service, when it is clear that the EPA is powerless and ineffective in dealing with the real problem, the EPA will suppress, vilify, and damage the recreational boating community. A layer of paperwork, expensive modifications and inspections will contribute nothing to clean water and will push the freedom to enjoy boating further from the reach of ordinary people. This set of regulations will provide no benefits and will result in major problems for boaters. This whole concept needs to be scraped.
