The state of N. Dakota has the cleanest air by their own admition. The coal power plants have spent millions cleaning up their operations and studies have proven this new implementation plan won't improve the air quality.
I think the EPA should be investigated to see who has a vendetta against the coal fired electrical generating plants.
I think they would find someone with conflicting agenda like nuclear power, etc.
