In theory, I believe this proposed rule regarding the two disposal sites is highly sound and inclusive. So long as the EPA is willing and able to effectively oversee and regulate the majority of the materials being disposed, I think that any serious adverse effects can be avoided. However, I do have some concerns regarding the proposal's lack of information regarding what will occur if such negative effects cannot, or are not prevented. While the rule certainly incorporates a substantial degree of preventive measures to avoid these adverse effects, it does not exhibit a clear plan for how the situation will be remedied if they do. But, despite this lack of "damage control," so to speak, I believe that the proposed rule, and the sites it has presented, will safely and efficiently solve this issue of finding additional locations for long-term disposals of dredged material.
