The use of the language "excessive manual force" has the connotation that the
flight crew may not be able to control the aircraft. While we agree the force is
more than typical or usual, the force to overcome the slip clutch in the servo is by
certification and design requirement within the capability of the flight crew to
control the aircraft.
Recommendation:
Find and replace "excessive manual force" with "sufficient control force to override
the servo gearbox slip clutch in order". It appears 3 times in the NPRM.
