The proposed AD is very specific in terms of aircraft total time in service for the
initial compliance of the required tasks. The Maintenance Requirements Manual
(MRM), CSP A-053, appendix D, "Fuel System Limitations", Revision 7, dated
May 10, 2007 specifies that certain of these tasks are effective ONLY to post
service bulletin aircraft.
One task in particular, task 28-11-00-604 is effective only to post service bulletin
601R-28-059 aircraft. The accomplishment of this service bulletin is not required
until 10,000 hours after July 16, 2008, the effective date of AD 2008-12-10.
Is it the intent of the FAA that task 28-11-00-604 be performed on pre-service
bulletin aircraft based on the aircraft total time in service?
