As an A&P and IA since 1980 I have looked at many Cessna seat tracks and seats. I have seen a few that have failed with out causing an accident. I agree with the previous commenter's that the 100hr requirement should not apply.
But I would go so far as to say that issuing a New AD is unnecessary. The current AD could be amended, to include the different inspection criteria. Also add the info into the AD from the Cessna Service Bulletin. Also Pilot education would be helpful in reducing seat slippage.
