I agree with Boeing's request that the FAA should update the rule to Revision 1. It would stand to reason Boeing found some problems with the initial publication of the service bulletin, causing the need to publish a revision 1. There's no reason that the FAA shouldn't use the "latest and greatest" that manufacturers (in this case, Boeing) have produced.
