You have requirements for the contractor and sub-contractor to do reporting above the SAT. What is the value added by doing this when there could be additional costs incurred by the contractor passed onto the Govt in the pricing? Also, now there will have to be a web-site to maintain, personnel to keep track, and not to mention the personnel who manage the contracts will have to keep on top of it with their contractors.
Does implementing this provide more value to the Govt when you consider all the additional man-hours it will cost to keep this system current and accurate?
Simply put I foresee new Govt positions required to maintain this and also promotions for some individuals.
I definitely do not see the value by implementing this.
