Massachusetts applauds the FDA Strategic Action Plan and believes the stated objectives will both
reduce the number of deaths attributable tobacco use and reduce the number of youth accessing and using tobacco products. Massachusetts concurs with the FDA’s focus on the risk of using tobacco products and the importance of the FDA adopting a leadership role in this effort. That the FDA is sensitive to the importance of its partnership with federal, state and local public health agencies in fulfilling its mission is gratifying. Massachusetts encourages the FDA to continue to communicate with CDC, SAMHSA and state health departments.
Massachusetts encourages the FDA to develop a science base in two areas. Massachusetts has found an increasing use among youth of other tobacco products such as small flavored cigars that are not covered by the FDA regulations. Secondly, Massachusetts is concerned about increasing tobacco product advertising in the retail environment. Surveillance in both of these areas will greatly increase the understanding of how tobacco companies market to youth in the retail environment and develop alternative products that encourage youth experimentation with tobacco.
