I respectfully ask that a suggestion be offered for over the counter nicotine control products to be covered by the Health Insurance program adopted by the United States Legislature.
I would also like to ask that over the counter nicotine control products have instructions which will allow dual use of these products for a tobacco user. The use of multiple products for assisting the addicted tobacco user to tolerate the nicotine withdrawal while learning a more constructive behavior is very much needed.
I would also encourage that exploration of other nicotine over the counter products be evaluated to see if these can assist. One such product is the oral nicotine spray offered in Canada.
For the addicted tobacco user cost is a factor. The tobacco user does not want to spend more money on products until his/her confidence level is elevated. This cannot be done successfully until the tobacco user has access to nicotine replacement products and counseling for at least the first 90 days. It also may be necessary for some tobacco users to utilize nicotine replacement products for longer than 90 days in order to find success in the behavior modification.
