As the State Public Assistance Coordinator for the State of Vermont I am still
struggling to understand why FEMA felt it necessary to change the way that the
administrative allowance was allocated and distributed to the subgrantees. The
previous procedure was simple, easy for the states to administer and effectively
covered the administrative costs incurred by the subgrantees. If the intent of the
change was to save money for FEMA, then it certainly has accomplished that
here in Vermont. Because we find the interim so complex and difficult to
comprehend, we have opted to not distribute any admin funds to the subgrantees
at all in the FEMA declarations that Vermont has recieved during the summer of
2008. As a State Public Assistance Officer here in Vermont, I sincerely hope that
this interim rule is scraped and that FEMA will return to its previous policy on
administrative allowance.
